Reforming the WSU
Investment Programme of Orenburg Vodokanal

 

Orenburg Vodokanal started its business activities in water supply and wastewater disposal in October 2003. The first stage of cooperation between the Town Hall and Rosvodokanal was the signing of the agreement «For the improvement of the water-supply and wastewater-disposal systems of the town of Orenburg».

The agreement oversaw the development of measures to further reorganize the system of managing the town's water supply and sewerage. The above measures having been put in place in 2004 - 2005, Orenburg Vodokanal significantly improved its performance in both the financial and operational aspects.

Given the results achieved and positive experience of working with Rosvodokanal, the town hall made the decision to enter into a long-term contract in late 2004 .

For the purposes of improving the performance of planned measures, Orenburg Vodokanal in collaboration with the town hall adopted the Investment Programme of Orenburg Vodokanal, developed pursuant to the programme for comprehensive development of water-supply and wastewater-disposal systems of the municipal entity «The Town of Orenburg» for 2007-2011 and the Terms of Reference issued by the town administration of Orenburg, which were enacted by the Resolution of Orenburg's Mayor of 16.06.2006, No 470-p.

The total amount of funding available to the Programme from all sources is 1,6 bln roubles.

The objectives of the Investment Programme are as follows:

·         to ensure the reliability of the town's water supply and wastewater disposal, as well as to improve the quality of the services provided to the consumers;

·         to cut costs, increase the cost-effectiveness of resource utilization, improve the reliability of networks and facilities of water-supply and wastewater-disposal systems of the town of Orenburg, with the technical- economic performance targets set in the Terms of Reference to be achieved by 2011;

·         to put in place conditions to ensure return on investment by reducing the cost of public services rather than by raising the consumer tariffs;

·         to provide land plots with water-supply and wastewater-disposal networks for the purposes of housing and industrial development;

·         to attract the funds of the public, budgetary and extra-budgetary sources of funding for housing development.
