Reforming the WSU
Investment Programme of OmskVodokanal

 

On 13 February 2008, the Omsk Town Council enacted OmskVodokanal's Investment Programme for the development of water-supply and wastewater-disposal system in the town of Omsk for the period up to 2010.

The investment programme with a financial requirement of 2,381 mln roubles was developed based on the enacted Programme for comprehensive development of public utility infrastructure systems of the town of Omsk for the period up to 2010, as well as in accordance with the Terms of Reference of the administration of Omsk.

The programme's development was necessitated by several factors. First, the wear and tear of networks and facilities is in excess of 60 per cent; they are very much in need of refurbishment. For example, the sewer in Khabarovskaya Street is in a critical condition; and in order to provide adequate wastewater disposal for the residents of Moskovka, a new gravity-flowing sewer is being built, with a length of 3.4 km in Kharkovskaya Street. In 2007 the funding provided for the project under a short-term investment programme amounted to 44.5 mln roubles. But for the construction to be completed in 2008, 168.6 mln roubles is needed.

Second, the town is booming, and the programme, when implemented, is expected to provide a guaranteed connection to the W&W systems for new construction projects. The programme is expected to enable commissioning of a total of 7 mln sq. m of housing.

Finally, the enactment of the programme by the Town Council makes it possible to file the required documents with the RF Investment Fund to apply for federal budget co-funding to implement it. The programme is incorporated in the long-term investment project with a term of 24 years, and constitutes its first phase. The investment requirement of the entire project is in excess of 18 billion roubles, a third of which, i.e. some 6 billion roubles, can be sourced from the RF Investment Fund.

Thanks to short-term investments, there has been a dramatic improvement in the performance of line units responsible for the maintenance and repair of water-supply and sewerage networks. All of them are equipped with leading-edge labour-saving devices such as portable pumps, compact hydraulic- and power plants, toolsets. Modern diagnostic equipment makes it possible to remotely ascertain the condition of pipelines and the location of damage. All of the above has made it possible to significantly reduce the consumption of fuels and lubricants and reduce the time needed for troubleshooting and routine maintenance. The result of such retrofitting is the lowest network accident rate in the Siberian Federal District.

The investment programme measures also cover the improvement in the sales activities. Over half a million roubles has been spent on IT support for sales.
