Investment Programme of Barnaul Vodokanal

Comprehensive investment programme for 2007-2011.

The investment programme covers priority tasks to address major problems of the water-supply and wastewater-disposal system, key measures to refurbish buildings and structures, modernize obsolete equipment, introduce new technologies and re-engineer worn-out networks, worth RUR2.8 bln

The document is produced taking into consideration the national project «Affordable and Comfortable Homes for the Citizens of Russia» under implementation and provides for the development of new facilities for Vodokanal. This will make it possible to provide the services of water supply and wastewater disposal to consumers in housing under construction.

The implementation of the investment programme will make it possible to improve the quality and reliability of the services provided, boost the company's performance and pave the way for further development of the town's water and sewage utilities.

Under the investment programme the following work is planned for 2008:

·        re-engineering of the discharge of sewage treatment facilities No 1,

·        modernisation of water purification facilities,

·        modernisation of sewage treatment facilities,

·        construction and modernisation of water and sewage networks,

·         installation of equipment to enable automatic operation of wastewater pumping stations.

The large-scale project of the Altai Krai administration called «Clean Water» is designed for three years (2008-2010) and provides for funds to be made available under five federal and three territorial programmes.

The year 2008 will see the launch of territorial sectoral programme called «Provision of the Altai Krai Population with Drinking Water», which incorporates three projects of the water and sewage utilities in the town of Barnaul:

·        development of water supply for the population centre Yuzhny,

·        replacement of water towers at the settlement of Vlasikha and Lebyazhye,

·         provides for a package of energy-saving measures in three areas: energy audit, introduction of energy product consumption control system, promotion of energy-saving projects.

The following measures are planned for 2008:

·        introduction of low-voltage control of water-intakes and WPS [wastewater pumping station],

·        design of mini-HPS [hydro power station],

·        installation of a frequency regulator at stage 3 PS [pumping station].
