Reforming the WSU

Company's background

In 1949, a resolution of the USSR Government set up in Moscow a group of companies called Orgvodokanal, to be succeeded by Rosvodokanal.

With a centralized system of planning and administration in place in the country, Orgvodokanal became a high-profile player in the sector. Working virtually from scratch, the group put in place sewerage and wastewater treatment systems in the country, managing hundreds of regional projects. Under direct supervision of Rosvodokanal staff and in compliance with their proposals many water utilities boosted the lifting of water from underground sources. Artificial recharging of groundwater was introduced in Novokuznetsk, Petropavlovsk-Kamchatsky, Sochi, Khabarovsk and other towns.

From the early '70s, Rosvodokanal promoted market mechanisms of regulation in water and sewage services. The company started switching to direct contractual relations with municipal water and sewage utilities for certain types of activities.

The '90s were a period of great challenges for Rosvodokanal, like for other economic entities. That mostly had to do with the water and sewage utilities' being unable to make payments at economically justified rates. To bring the sector out of the crisis, the RF Government involved, as part of the reform of housing and utilities, the largest and most successful companies in Russia in the management of municipal services.

In 2003Rosvodokanal joined the Alfa Group, a major financial and industrial consortium in Russia, well-known in many countries. That development ushered in a new chapter in the history of Rosvodokanal. Access to the Alfa Group's investment resources, combined with its own high technical competencies and fifty-plus years of experience, has enabled the company to develop its service-provider business in a short span of time and claim a leading position in WSU asset management in Russia.

To date, Rosvodokanal successfully runs the municipal water and sewages services in seven major Russian cities: Barnaul, Kaluga and Kaluga Region, Krasnodar, Omsk, Orenburg, Tver, Tyumen. In terms of a number of performance indicators, Rosvodokanal is in the top ten private operators in the area of water and sewage services.
